Initiated in 2019 by the Pier-2 Artists in Residence (PAIR) program, the Waving Waves Community seeks to connect art and cultural institutions across international harbor cities. Centered on the theme of mobility between cities and cultures, the project opens up space for international dialogue and collaboration.
The first edition partnered with Japan’s Port Journeys Project, with Kaohsiung as the host city. It brought together art space operators, scholars, and artists from eight cities across seven countries to explore artistic practices and cultural exchange in the context of harbor cities.
In 2020, the second edition, An Encounter with Love —Diversity and Inclusion, was co-hosted with the Taiwan Art Space Alliance (TASA). It addressed issues of cultural equity and focused on how artist residencies can engage with questions of inclusion and coexistence.
Following a pause due to the pandemic, the project resumed in 2024, taking "technology" as its theme. In collaboration with the TTXC Tech-Based Residency, it explored how AI is reshaping residency models and imagining future directions for artistic creation.
Continuing this trajectory, the 2025 edition takes “Harbor × Mobility” as its core theme. It invites international institutions, curators, and artists whose practices resonate with Kaohsiung’s geographical and historical textures, while actively engaging with local art communities. Together, it reflects on how art is generated through movement and how connections are formed across boundaries—starting from the local, and responding to the transformation and cultural regeneration of the city of Kaohsiung.
